The European Commission has given the green light to SME Prod and Garant Construct

State aid schemes for SMEs and territorial administrative units – SMEs PROD and GARANT CONSTRUCT, coordinated by the Ministry of Finance, received today, June 3 this year, the approval of the European Commission. The programs are run through the National Credit Guarantee Fund for Small and Medium Enterprises and have a total guarantee ceiling of 4 billion lei.

Good news for eligible beneficiaries of the two state aid schemes. The European Commission’s agreement basically means that the two programs have become operational and that from Monday, June 6, the 21 partner banks can apply for funding. It is a real support that the Government gives to both the business environment and the territorial administrative units to encourage local production and investment. “ announced the Minister of Finance, Mr. Adrian Câciu.

The budget of the state aid scheme for the SME PROD Program is 268,544,792 lei, approximately 54.25 million euros, and the total ceiling of guarantees that can be granted in 2022 is 1.5 billion lei.

GARANT CONSTRUCT has a budget of 495,572,822 lei, approximately 99.11 million euros, with a total guarantee ceiling for 2022 of 2.5 billion lei.

The SME PROD program aims to provide government guarantees of up to 90% of the value of funding for liquidity and investment to encourage domestic production, increase production capacity, convert from intermediation to production, digitize activity and align with environmental objectives.

Eligible beneficiaries are SMEs, including start-ups, authorized natural persons, individual and family businesses, forms of organization of the liberal professions that can carry out production activities and which have their main or secondary headquarters in an urban area.

The GARANT CONSTRUCT program has two components – the Sub-Program for Investment Support Projects for SMEs in the Construction Sector and the Sub-Program for the Support of Small-Scale Investment Projects for ATUs, which involves financing activities in the construction sector.

The main objective of the program is to support projects to improve energy efficiency, invest in green energy and align with the environmental objectives implemented by SMEs in the field of construction and administrative-territorial units, by providing government guarantees of up to 90% of the value of funding. .

For 2022, the total guarantee ceiling of 2.5 billion lei is divided equally between the two components.

Eligible beneficiaries of the Investment Project Support Sub-Program for SMEs in the construction sector are SMEs, authorized individuals, individual and family businesses, forms of organization of the liberal professions, such as architects and individual architectural bureaus. The Sub-Program for the Support of Small-Scale Investment Projects for ATUs, Municipalities, Cities and Towns, respectively, envisages the financing of activities in the construction sector and small-scale projects.
