Ukrainian President Volodymyr Zelensky has proposed a formal agreement with the country’s allies to obtain compensation from Russia for the damage caused by its forces during the war.
Zelenski, who says Russia is trying to destroy as much of Ukraine’s infrastructure as possible, said such an agreement would show aggressively planning nations that they will have to pay for their actions.
“We call on the partner countries to sign a multilateral agreement and create a mechanism to ensure that all those who have suffered as a result of Russian action can receive compensation for all the losses they have suffered,” he said.
Zelenski said that under such an agreement, Russian funds and property in the signatory countries would be confiscated. They would then be directed to a special compensation fund.
Canada said last month it would amend its sanctions law to allow confiscated and sanctioned foreign assets to be redistributed as compensation for casualties or to help rebuild a foreign state following a war.
